FDOT TTC/MOT Certification Training
The FDOT Temporary Traffic Control (TTC) / Maintenance of Traffic (MOT) Certification Program consists of a series of FDOT-approved courses provided by Metric Engineering. These courses prepare you to earn official certification from the Florida Department of Transportation (FDOT).
TTC and MOT are interchangeable terms referring to the planning and management of traffic in and around work zones. This certification—commonly called TTC/MOT Certification—is required for professionals involved in the safe design, supervision, and operation of temporary traffic control throughout Florida’s State Highway System.

What Is TTC/MOT Certification?
The FDOT TTC/MOT Certification is an official credential required for civilian personnel who manage, supervise, or direct traffic in temporary work zones or other special traffic situations. This training ensures individuals are properly qualified to protect public safety and keep traffic moving during planned or emergency events.
Why TTC/MOT Certification Matters
The certification program equips personnel with the knowledge and skills to:
- Protect themselves, coworkers, and the traveling public from hazardous conditions
- Safely manage traffic through and around work zones
- Provide clear, accurate on-site communication
- Select and use the proper traffic control devices and signage
It is important to note that law enforcement officers are not responsible for work zone traffic management. Instead, certified civilian professionals trained under FDOT’s TTC/MOT program carry out these duties.
Certification is required to oversee traffic control during:
FDOT TTC/MOT Training Categories
Advanced Training (20 hours) & Advanced Refresher
For personnel with authority to make decisions on TTC requirements, including:
- Professional Engineers developing Transportation Management Plans (TMP) and TTC Plans
- Worksite Traffic Supervisors (per FDOT Standard Specifications, Section 102)
- Supervisors overseeing installation, removal, and maintenance of TTC devices (including barriers, crash cushions, and end treatments)
- Inspectors responsible for the placement and function of these devices
Intermediate Training (16 hours) & Intermediate Refresher
For personnel involved in:
- Supervising the installation, removal, and maintenance of TTC devices (excluding barriers, crash cushions, and end treatments)
- Inspecting the placement or function of TTC devices, excluding barriers and crash cushions
Flagger Training
For all personnel assigned to flagging traffic.
- No prerequisites are required for any category of training

CANCELLATIONS - TRAINEE REQUESTED
GREATER than seven days in advance of the exam session
If a request for cancellation is received in writing at least seven (7) calendar days before the exam session, a credit memo for the full fee will be issued. The credit memo is good for one year from the session start date. Reschedules will be processed once the request is received.
LESS than seven days in advance of the Written Exam-Only session
A charge of seventy-five dollars ($75.00) will be assessed for "written exam only" sessions if the registration is not canceled prior to seven (7) calendar days of the exam date. A credit memo for the remaining amount will be issued and is good for one year from the session start date.
LESS than seven days in advance of the Proficiency Exam-Only session
If a trainee cancels from a proficiency exam only session less than seven (7) calendar days or is a "no show" for the proficiency exam session, the entire fee for the proficiency exam will be assessed.
CANCELLATIONS - METRIC INITIATED
HURRICANE / WEATHER RELATED
Cancellation of any METRIC session(s) due to threatening weather conditions will be at the sole discretion of Metric Engineering, Inc. Notification will be posted on this website and/or email to affected registrants.
Registrants in session(s) cancelled by METRIC will receive full credit or refund if requested. If a registrant/student is unable to attend a session because of hurricane or storm related weather or damage, they will have fourteen (14) days after the session to provide written documentation to METRIC requesting a refund or credit. For hurricane or storm information, please be sure to visit any of several weather websites for your particular area.
OTHER CANCELLATIONS
If METRIC cancels a session, full credit (or refund if requested) will be given. METRIC will notify the trainee about the cancellation and determine at that time if a credit memo or refund is requested. METRIC is not responsible for non-refundable travel fares or lodging deposits. Reschedules will be processed once the request is received.
SUBSTITUTIONS
Substitutions will be permitted up to the date of the session. The substituting trainee should bring to the session a completed METRIC application. Across the top of the application please indicate "Substitution for name of original trainee."
Who Needs FDOT TTC/MOT Certification?
FDOT requires all employees, contractors, consultants, and other non-departmental personnel performing work on FDOT projects to complete TTC/MOT training. If your role involves planning, designing, implementing, inspecting, or supervising temporary traffic control within the State Highway System, certification is mandatory.
This requirement does not apply to law enforcement. TTC/MOT training is specifically designed for civilian personnel engaged in traffic control responsibilities.
Certification & Credentials
Upon successful completion of an FDOT-approved TTC/MOT course, participants receive an official wallet-sized certification card that includes:
- Name and credential
- Training provider name and ID number
- Instructor name
- Course category (Flagger, Intermediate, or Advanced)
- Date of certification and expiration date
All certified individuals are also listed in FDOT’s Training Qualification Database System (TQDBS), an online tool that allows employers, contractors, and agencies to verify certification status.
