This Type 2 CE PD&E Study for the 10-mile widening and reconstruction of US 27/SR 25/Okeechobee Road included rigid concrete pavement, interchange modifications, new grade separated intersections, bridge improvements, frontage road enhancements and bicycle and pedestrian improvements. This included the conversion of the SR 25/NW 87 Avenue intersection to a new third level urban interchange. The project required the relocation of the Bernie Wilson Park, a Section 4(f) recreational resource. Due to the proposed mitigation strategies developed by the team, a Section 4(f) Net Benefit (a first in the State!) was approved avoiding a class of action elevation and schedule delays. Extensive coordination was required in order to address the numerous issues (Town of Medley, City of Hialeah Gardens, SFWMD (due to impacts to the Miami Canal, primary canal and historic resource), Miami-Dade Water and Sewer, Miami-Dade Public Schools). The project team held over 60 meetings with project stakeholders and the public, helping to gain a unique understanding of the issues the stakeholders contend with on a daily basis. Metric Engineering was awarded the 2017 FICE Award for Outstanding PD&E. This project is currently in final design.
