This PD&E Study was for a PEIR for a 7-mile system expansion for the Central Florida Expressway Authority (CFX) of SR 408 in Orange County. The study included an evaluation of different expressway extension options including a co-location along SR 50 and new alignment options with multiple corridors (preparation of an Alternative Corridor Evaluation [ACE]), alignments, interchange configurations and a new bridge over the Econlockhatchee River (Outstanding Florida Water (OFW)). The Study had to balance minimizing impacts to sensitive environmental resources (including conservation easements, wetlands and floodplains), utility and numerous residential, community and business impacts (including minority communities). The study involved extensive public outreach efforts including both Environmental and Project Advisory groups.
